Demote a Site Admin to a Basic user, removing their organization-wide access. This also clears the user's existing per-job role grants (user_job_permissions). Safe to call on a user who is already a Basic user and still returns 204. Use POST /v3/users/revoke_permissions/bulk to demote multiple users in one call.
