Fixed: When a new responsible recruiter or coordinator replaces the previous one, through POST /v3/job_owners, Harvest V1 or the hiring team page in Greenhouse, the previous owner's row now gets a new updated_at along with responsible: false, so filtering by updated_at picks it up.
Fixed: When a user is deactivated or loses Job Admin permission on a job, the job owner rows where they were the responsible recruiter or coordinator now get a new updated_at along with responsible: false, so filtering by updated_at picks them up.

Fixed: A job's updated_at now changes when its responsible recruiter or coordinator is cleared because that user was deactivated or lost Job Admin permission on the job.
