GET /v3/attachments

Fixed: The attachments list to exclude attachments that have themselves been soft-deleted, not just attachments belonging to a soft-deleted application.

GET /v3/prospect_pools

Fixed: job_ids in the response to no longer include ids of jobs the requester lacks read access to, such as confidential jobs the requester holds no role on.
